TGV, persona non grata en Europe
M. José Manuel Baroso, Président de la Commission
Européenne a refusé de recevoir le putschiste en chef
Rajoelina ce lundi 26/09/2011. C’est la preuve que l’UE ne s’est
pas laissée impressionner par la tribune accordée au chef de la HAT
à l’ONU.
Manifestement, la reconnaissance internationale a
encore du chemin à faire pour TGV. La décision du Président
Baroso, humiliante pour les putschistes, est en parfaite
cohérence avec la position ferme et intransigeante adoptée
par l’UE tout au long de cette crise.
Notons que la Diaspora, à
l’initiative du GTT INTERNATIONAL GENEVE, s’est mobilisée en
adressant massivement un message qui demande aux Autorités
européennes
de ne
pas se laisser séduire par le putschiste Rajoelina mais de maintenir
l’engagement et la position qu’elles ont observés tout au long
de la crise, de s’abstenir de toute forme de reconnaissance, et de
maintenir les sanctions vis à vis du régime de la HAT (Haute
Autorité de la Transition).
Cette action massive a sans doute influencé la
décision du Président de la Commission Européenne.

Demande
de non reconnaissance du régime Rajoelina
Votre Excellence, Madame, Monsieur,
En dépit d'importantes concessions de la
part des principales mouvances politiques d’avoir signé la feuille de route de
sortie de crise, le régime putschiste montre à nouveau qu’il n’a aucune
intention de coopérer. En effet, un NOTAM a été émis pour empêcher le Président
de rentrer. Récemment, un nouveau mandat d’arrêt international a également été
lancé contre lui et Rajoelina a même précisé son intention d'envoyer une équipe
de police pour arrêter le Président Ravalomanana en Afrique du Sud.
En vertu des articles suivants:

Art.34 qui stipule que la
reconnaissance internationale du Président et du Gouvernement de transition de
Madagascar ne peut être obtenue qu’après la mise en place des Institutions de
transition inclusives et consensuelles
·
Art.41 qui précise que la
suspension et la levée progressive des sanctions ….est conditionnée par la mise
en oeuvre des étapes fixées dans la feuille de route.
· Art.43 qui stipule qu’en cas de
graves violations de la feuille de route, les partenaires examineront la
possibilité de prendre des sanctions contre les auteurs de cette violation.....
Nous demandons aux pays membres de l’ONU de s’opposer à toute participation de
Madagascar à cette Assemblée Générale, de
soutenir leurs engagements, de maintenir les sanctions et de s’abstenir
de toute forme de reconnaissance du régime putschiste de
Rajoelina et consorts.
Il serait inconcevable et injurieux pour
l’ONU d’accorder une tribune aux représentants d’un régime illégal,
putschistes, criminels et pilleurs de leur propre pays. Leur place se trouve
ailleurs mais pas dans l’hémicycle d’une Institution qui se veut le chantre des
droits de l’homme et de la démocratie.

On the
proper handling of Rajoelina's coup regime of Madagascar
Your
Excellencies, Ladies and Gentlemen,
Significant concessions from
the major political factions have been made in order to finally sign the road
map that should end the political crisis in Madagascar. The coup regime however
shows again it has no intention to cooperate. Indeed, a NOTAM was issued
to prevent the President from returning. Recently, a new international arrest
warrant was also issued against him and Rajoelina even stated his intention to
send a police team to arrest President Ravalomanana in South Africa.
The following sections of the
roadmap state:
- Art.34, the international recognition of the President and the Transitional Government
of Madagascar can only be achieved
after the establishment of inclusive and consensual transitional
institutions ;
- Art.41, the suspension and the gradual lifting of international sanctions is conditioned by the implementation of the
milestones in the roadmap ;
- Art.43 in case of serious violations of the
roadmap, the partners will examine the possibility of taking sanctions
against the perpetrators of this violation.
Until proper steps are taken and conditions for a true
democratic election are met, we call on UN members, in the spirit of the road map,
- to remain opposed to any involvement of the Madagascar regime in
the General Assembly,
- to support their commitments and maintain international sanctions
and
- to refrain from any form of recognition of the coup regime of
Rajoelina et al.
It would be inconceivable and offensive to the UN to grant a forum for representatives of an illegal regime, coup leaders, criminals and looters of their own country. Their place is elsewhere but not here, an institution that claims to be the champion of human rights and democracy.

à la Convention des Patriotes Panafricains sur la Création des Etats Unis
d'Afrique le 18 septembre 2011 à Paris
Désormais, les Etats-Unis d'Afrique n'est
plus une utopie mais une réalité en marche et ce, depuis le 18/09/2011, date à
laquelle les patriotes panafricains ont tenu à Paris la Convention pour la
création des Etats-Unis d'Afrique, « un antidote puissant contre le poison
de la recolonisation ». Et c'est avec honneur que nous, GTT INTER GE, nous
sommes associés à ce Mouvement pour représenter notre Patrie à cet événement
historique majeur de notre continent.
Un membre du GTT INTER GE a eu la
« lourde tâche » patriotique de prendre la parole lors de la
cérémonie officielle. Il a également remis un message de soutien aux
organisateurs.
Nos sincères remerciements à notre
coordinatrice dévouée auprès des organisateurs panafricains.
Notons également la présence remarquée des
patriotes Malagasy venus honorer notre pays.

Mesdames et
messieurs,
Chers soeurs et
frères patriotes panafricains,
Comme tout pays africain qui connaît jusqu'à
présent moultes bouleversements, Madagascar traverse une crise sans précédent.
Cette crise est la conséquence d'un coup d'état qui a eu lieu en mars 2009,
alors que le pays accusait la veille un envol incomparable dans le
développement. Notre groupe le GTT International basé à Genève oeuvre pour le
rétablissement de la légalité dans notre pays ainsi que le retour du président
Marc Ravalomanana.
Chers amis, si nous sommes
devant vous aujourd'hui c'est pour redire que Madagascar, bien que nous sommes
insulaires, est un pays africain à part entière. Certes la terre malgache s'est
séparée de l'Afrique depuis des millions d'années, mais notre être et notre âme
y sont restés définitivement et pour toujours.
Chers amis, si nous sommes devant vous
aujourd'hui c'est pour dissiper certains malentendus. Cela fait plus d'un
siècle qu'une entité malveillante nous a manipulé et inculqué que nous ne
sommes pas des africains. Quelle en est sa finalité ? Le vieil adage "
Diviser pour mieux régner " ne prend-t-il pas ici tout son sens ?
Chers amis, si nous sommes devant vous aujourd'hui
c'est parceque nous sommes convaincus de la nécessité de nous unir à partir de
nouvelles et bonnes bases, afin que nous puissons bâtir pour nos enfants une
Afrique forte et indépendante, qui maîtrise sa véritable histoire et son
identité. C'est avec le passé qu'on construit l'avenir. Nous venons d'ouvrir la
brèche, grâce à l'initiative de societés civiles panafricaines, en vue de
planter les balises pour la construction des Etats-Unis d'Afrique.
Comment ne pas nous émouvoir face à vous
en ce jour historique et important ? Depuis toujours Madagascar fait partie de
l'histoire africaine et il continuera à l'écrire avec vous. Notre diversité
fera notre unité. Ensemble nous ferons de ce berceau de l'humanité qu'est
l'Afrique, un monde où tous nos descendants seront heureux d'y vivre et d'y
rester.
Que nos ancêtres qui ont
lutté pour cette Afrique-là, ne soient morts pour rien. Nous ne laisserons
aucun pays africain en rade. C'est aussi notre devoir, pour qu'enfin nous
retrouverons notre dignité et notre respectabilité dans le concert des nations
du 21è siècle.

MINISTERE DE LA JUSTICE: le syndicat des magistrats de Madagascar et le Conseil Supérieur de la Magistrature rappellent que le nouveau ministre de la justice devra être nommé uniquement par le biais d’un décret présidentiel sur proposition du CSM et du SMM. Trois noms, votés par les magistrats sur une liste de 6 personnes, seront à cet effet soumis au président de la HAT.

Le GTT International met en garde la Communauté Internationale contre une pseudo-solution de résolution de crise
Le GTT International, dans sa recherche d'une solution durable à la crise à Madagascar, ne peut accepter la nouvelle mascarade d'une signature à la hâte d'un texte manipulé.
Ce texte vise en toute évidence à normaliser la prise de pouvoir du putschiste et à empêcher définitivement les parties adverses à se présenter à de futures élections. En particulier, le Président Marc Ravalomanana, en exil forcé depuis le putsch, fait l'objet d'une condamnation établie sur mesure par les putschistes eux-mêmes.
Ainsi, le GTT International Genève,
Exprime sa désapprobation quant à la solution de sortie de crise proposée ce vendredi 16/09/2011 à Ivato,
Dénonce le forcing d'une feuille de route unilatérale initiée par la FRANCE il y a plus d'un an et sans cesse imposée de diverses manières,
Dénonce l'aspect non consensuel et exclusif de la démarche;
Dénonce les machinations et l'absence d’éthique des membres du secrétariat exécutif de la SADC qui sèment délibérément le flou autour de la sortie de crise. D'ailleurs dans une lettre de regret, M Salamao, reconnaît avoir déjà manipulé le PV des décisions de la troïka en faveur de Rajoelina ;
Dénonce le contenu de cette feuille de route qui donne tous les pouvoirs à Rajoelina
Dénonce l'utilisation de nouveaux partis pro Rajoelina visant à laisser Rajoelina s'accaparer de tous les pouvoirs législatifs, exécutifs et judiciaires. (art. 1 à 7) Rajoelina, président de la transition, choisit et nomme, le premier ministre, tous les autres membres du gouvernement et du parlement de la transition (CT, CST). Il n'y a pas de séparation des pouvoirs, conditions de toute démocratie.
Au vu de ces éléments, nous demandons à la communauté internationale de maintenir les sanctions initiées par la SADC et l'Union Européeenne tant que les conditions permettant d'organiser une vraie transition capable de mener vers des élections libres et transparente ne sont pas réunies. En particulier :
la libération sans conditions et immédiate de tous les prisonniers politiques ;
l'arrêt immédiat de toutes les répressions et censures des libertés d'expression ;
le retour sans conditions des exilés politiques incluant la levée de toutes les charges qui pèsent contre eux et l'assurance qu'aucune action visant à les exclure du processus électoral ne seront entamées ;
la mise en œuvre d'une feuille de route réellement consensuelle et inclusive approuvée et signée par les chefs de files des 4 grandes mouvances politiques;
le désarmement effectif des milices illégalement constituées et qui terrorisent la population.

Expresses its disapproval of the solution proposed to signature that Friday, 16/09/2011 at Ivato,
Denounces the forcing of a roadmap unilateraly initiated by the coup leader and backed up by over a year ago and reapeatedly imposed in various ways,
Denounces the non-consensual aspect of the approach,
Denounces the machinations and the lack of ethics of members of the Executive Secretary of SADC. In a letter of regret, M Salamao, acknowledges he defrauded the acts of the decisions of the Troika in favor of Rajoelina,
Denounces the content of the roadmap that gives all power to Rajoelina;
Denounces the use of new parties to allow pro Rajoelina to monopolize all legislative, executive and judicial powers. (Art. 1-7) Rajoelina, President of the transition, selects and appoints the prime minister, all other members of the government and parliament of the transition (CT, CST). There is no separation of powers, conditions of democracy.
In view of this, GTT International urges the international community to maintain sanctions initiated by the SADC and the European Union until the conditions to organize a real transition that can lead to free and transparent elections are met.
In particular:
the immediate and unconditional release of all political prisoners;
an immediate end to all censorship and repression of freedom of expression;
the unconditional return of political exiles, including the lifting of all charges against them and ensuring that no action to exclude them from the electoral process will be initiated;
implementation of a roadmap really consensual and inclusive approved and signed by the leaders in the four major political movements;
effective disarmament of militias illegally constituted and terrorizing the population.

Le GTT International, dans sa recherche d'une solution durable à la crise à Madagascar, ne peut accepter la nouvelle mascarade d'une signature à la hâte d'un texte manipulé.
Ce texte vise en toute évidence à normaliser la prise de pouvoir du putschiste et à empêcher définitivement les parties adverses à se présenter à de futures élections. En particulier, le Président Marc Ravalomanana, en exil forcé depuis le putsch, fait l'objet d'une condamnation établie sur mesure par les putschistes eux-mêmes.
Ainsi, le GTT International Genève,
Exprime sa désapprobation quant à la solution de sortie de crise proposée ce vendredi 16/09/2011 à Ivato,
Dénonce le forcing d'une feuille de route unilatérale initiée par la FRANCE il y a plus d'un an et sans cesse imposée de diverses manières,
Dénonce l'aspect non consensuel et exclusif de la démarche;
Dénonce les machinations et l'absence d’éthique des membres du secrétariat exécutif de la SADC qui sèment délibérément le flou autour de la sortie de crise. D'ailleurs dans une lettre de regret, M Salamao, reconnaît avoir déjà manipulé le PV des décisions de la troïka en faveur de Rajoelina ;
Dénonce le contenu de cette feuille de route qui donne tous les pouvoirs à Rajoelina
Dénonce l'utilisation de nouveaux partis pro Rajoelina visant à laisser Rajoelina s'accaparer de tous les pouvoirs législatifs, exécutifs et judiciaires. (art. 1 à 7) Rajoelina, président de la transition, choisit et nomme, le premier ministre, tous les autres membres du gouvernement et du parlement de la transition (CT, CST). Il n'y a pas de séparation des pouvoirs, conditions de toute démocratie.
Au vu de ces éléments, nous demandons à la communauté internationale de maintenir les sanctions initiées par la SADC et l'Union Européeenne tant que les conditions permettant d'organiser une vraie transition capable de mener vers des élections libres et transparente ne sont pas réunies. En particulier :
la libération sans conditions et immédiate de tous les prisonniers politiques ;
l'arrêt immédiat de toutes les répressions et censures des libertés d'expression ;
le retour sans conditions des exilés politiques incluant la levée de toutes les charges qui pèsent contre eux et l'assurance qu'aucune action visant à les exclure du processus électoral ne seront entamées ;
la mise en œuvre d'une feuille de route réellement consensuelle et inclusive approuvée et signée par les chefs de files des 4 grandes mouvances politiques;
le désarmement effectif des milices illégalement constituées et qui terrorisent la population.

After Ban Ki-moon Dined With Coup Leader Rajoeline in May, Now UN Won't Confirm Meeting Madagascar PM

UNITED NATIONS, September 2 -- Despite speeches about democracy, UN Secretary General Ban Ki-moon dined in May next to Madagascar coup leader Andry Rajoelina.
His then deputy spokesman Farhan Haq proceeded to deny to Inner City Press that Ban had "met with" Rajoelina, despite photos of the dinner.
Rajoelina recently sent his de facto prime minister Camille Vital to New York, and it was reported in the Malagasy press that Vital met with Ban Ki-moon "to ask for the taking of concrete measures given the inefficiency of SADC," the Southern African Development Community.
As SADC still views Rajoelina as a coup leader, the implication was that Vitale was asking the Ban administration to facilitate his appearance and legitimization at the upcoming UN General Debate this month.
On August 29, Inner City Press in writing asked Ban's lead and deputy spokesmen
"on Madascagar, has the Secretariat received any request to meet with de facto prime minister Camille Vital or foreign Minister Yvette Sylla or any other Malagasy officials in the run up to the General Debate?"
Neither lead spokesman Martin Nesirky -- away from the office since early August -- or Farhan Haq, who gave the UN's briefing the next day on August 30 at which he introduced his successor as deputy Eduardo del Buey, answered or even acknowledged the question.
And so on September 2, Inner City Press asked del Buey the question asked in writing at the beginning of the week, about any meeting with de facto prime minister Vital:
Deputy Spokesperson del Buey: I’ll have to check and get back to you on that.
It would be easy to confirm or deny this meeting, but six hours later, no answer was given.
Inner City Press' own reporting finds that Vitale has confirmed that he met with Ban's "Under Secretary General" -- presumably, UN Department of Political Affairs chief Lynn Pascoe -- about finding a way to appear at this month's General Assembly.
Earlier in the month onAugust 17, the UN refused to answer Inner City Press' question about DPA's involvement in Madagascar, including through Joaquim Chissano.
So Ban Ki-moon's UN, while speechifying about democracy, is meeting secretly with coup leaders and refusing to answer questions about it.
Footnote: a Wikileaked cable shows that at the time of the 2009 coup, only Ban's envoy Tiebile Drame "expressed a strong position in support of consequences, and accompanying statements and talking points, for the extra-constitutional solution now in progress." So Ban and his UN and "extra-constitutional solution[s]" -- while they purport to be the central adviser to Libya on democracy.
