29 November 2011 - Tojo Ravalomanana, son of exiled President Marc Ravalomanana returned to
Madagascar Sunday with his wife Claudia and close friend, John Ferry. They arrived safely in
Antananarivo, greeted by a friendly crowd and some media, to visit family and friends they haven’t
seen for nearly three years.
But Tojo’s presence soon resulted in his attempted arrest by armed forces. Police had visited the
Ravalomanana family residence Monday afternoon. Failing to find him there, the police had beaten
up security guards on the premises after serving a notice that Tojo should report to the police
station Tuesday morning.
Tojo did not stay at the family residence Monday night and therefore did not receive the notice. His
whereabouts are currently unknown.
According to media reports in Madagascar today, head of the Gendarmerie in Antananarivo,
General Ravalomanana, supported by the Minister of Justice and the President of the Transition
Andry Rajoelina, had also identified John as a mercenary – allegedly because he was wearing a cap
and sunglasses to protect him from the Madagascan sun.
John, a Harvard colleague of Tojo and close family friend, is an American citizen living in South
Africa for the past few years. He has active investment interests inside Madagascar and represents a
number of US investment groups eager to invest in the country once the political situation is
resolved.
The Ravalomanana family is disturbed by the transitional regime’s harassment of citizens lawfully
and rightfully allowed to be in Madagascar, citing intimidation tactics as yet another ploy to derail
the return of the country to political stability.

La mouvance Ravalomanana et la mouvance Zafy Albert dénoncent le pouvoir totalitaire et les violations de la feuille de route
Vu que Rajoelina s'est accaparé de tous les pouvoirs y compris l'armée et que le gouvernement de transtion de Beriziky n'est ni inclusif ni consensuel, les deux mouvances demandent à la SADC de ne pas reconnaitre ce gouvernement, d'appliquer une sanction au PHAT pour son interférence dans la mise en place du gouvernement et aussi de sanctionner et d'exclure la France pour son ingérence dans les affaires internes de Madagascar.

Lettre ouverte à la SADC et à la Communauté Internationale MADAGASCAR Peuple en Danger
La sortie de crise est loin d'être acquise avec le putschiste Rajoelina comme Président de la Transition. Il continue de défier la communauté internationale en bafouant dès le lendemain l’accord signé par lui même ou par sa mouvance et les récentes évolutions de la situation nationale viennent corroborer cette affirmation.
En effet, après de multiples violations de la feuille de route, M. Beriziky, le Premier Ministre nommé par Andry Rajoelina forme un gouvernement unilateral avec la bénédiction de ce dernier. Cette mascarade politique est destinée à tromper la Communauté Internationale avec un pseudo consensus.
Nous dénonçons également la présence au sein de ce gouvernement des ministres de la mouvance TGV qui ont été récemment impliqués dans des trafics et détournements de fonds publics ou bien dans des cas de corruption avérée: c’est le cas de Hajo Andrianainarivelo, de Hery Rajaonarimampianina et de Pierrot Rajaonarivelo
Rajoelina, lui-même, a institué le trafic des bois de rose en autorisant leur commerce et son implication dans le trafic de cette richesse nationale endémique est dénoncée par des organismes internationaux de défense de l’Environnement.
En outre, plusieurs ministres et parlementaires ont détourné sans état d’âme à des fins personnelles les dons de l’UNICEF (véhicules 4X4) destinés aux services de l’enseignement des enfants malgaches.
Le ministère de la justice, haut-lieu de la corruption, reste sous les ordres de Rajoelina qui a reconduit sa ministre Christine Razanamahasoa.
Parallelement, la France persiste à manoeuvrer et soutenir ouvertement le régime putschiste avec la présence permanente et bienveillante de M. l’Ambassadeur tout au long du processus.
Rappelons que le Parlement Européen a pris nettement position contre le régime putschiste en écartant toute reconnaissance mais aussi en refusant à Rajoelina la légitimité d’engager des élections en affirmant que "les autorités qui ont pris le pouvoir en bafouant la Constitution ne sont pas habilitées à les [élections] organiser".
De même, l’Union Européenne a manifesté à maintes reprises sa « position ferme en ce qui concerne Madagascar » et «prévient contre toute décision qui s’écarte de la voie consensuelle et inclusive».
Aussi, au vu de tous ces éléments et pour une sortie de crise crédible menant vers des élections libres et transparentes, nous exigeons:
1. l’application des mesures d’apaisement mentionnées dans tous les accords
le retour sans conditions ni délai du Président RAVALOMANANA et de tous les exilés politiques,
la libération sans conditions ni délai des prisonniers politiques.
2. le retrait de la France et de ses organismes satellites (OIF, COI) de tout processus de sortie de crise,
3. la suppression de la Présidence de la Transition,
4. la mise en place d'un Gouvernement de Transition constitué d'une équipe réduite de techniciens dont la mission se limiterait à la gestion des affaires courantes et à l'organisation rapide des élections libres et transparentes,
Bien entendu, les sanctions Internationales doivent être maintenues, tant que règnent l'unilatéralisme et le non respect de la démocratie. Et que l'ordre et la liberté tout court soient de nouveau présents dans la vie quotidienne du peuple malgache.
Nous sommes persuadés que seule l'application des Accords de Cotonou, qui interdisent à un putschiste de diriger une transition menant vers des élections libres, est la solution qui pourrait sortir Madagascar de cette crise qui dure depuis trois ans.
La Communauté Internationale et plus particulièrement la SADC doivent réagir contre cette voyoucratie et suivre sans complaisance le bon déroulement et surtout l'application d'un retour à l'Ordre Constitutionel. Cela ne peut être que bénéfique pour la très grande majorité de malagasy lassée par une si longue crise qu’elle n’a pas choisie.

d’apporter les précisions suivantes :
A aucun moment, le GTT
International-Genève n’a parlé au nom de la mouvance Ravalomanana. Nous avons
toujours exprimé notre point de vue et nos idées en notre nom personnel et en
toute liberté et indépendance. Ce principe qui nous a constamment animés dans
nos actions nous conduit à rejeter toute attitude complaisante lorsque les
faits l’exigent. N'est-ce pas aussi le vœu de tous les légalistes ?
Rappelons qu’en signant la
Feuille de Route, les signataires se sont engagés pour l’application stricte de
ses dispositions et c'est ce que nous exigeons : rien que la Feuille de
Route.
Le GTT International – Genève tient
à rappeler son soutien à toute action concourant notamment à la libération des
prisonniers politiques et au retour sans
conditions et sans délai du Président élu Ravalomanana et des exilés politiques.
Nous exprimons notre solidarité
avec la position du Président Ravalomanana affirmant « qu'en cas de violations flagrantes des accords signés, la
mouvance – Ravalomanana- devrait sortir du processus et quitter le gouvernement de M. Beriziky ».
Nous invitons instamment toutes
les parties prenantes de la Mouvance Ravalomanana qui partagent le même
objectif à s'y conformer et à faire preuve de vigilance.

COMMUNIQUE GTT REUNION
Tout le monde reconnaît que Rajoelina a fait un putsch.
Mais il semble que c’est lui, le
putschiste, qui tient la dragée haute à toute la communauté internationale, et
à la SADC.
Il se rit de la Feuille de Route en désignant de façon
unilatérale le premier ministre Omer Beriziky, qui se trouve être à la fois
membre d’un parti acquis à sa cause, et qui n’a pas reçu l’aval des autres
mouvances. Ce qui foule aux pieds l’esprit de la Feuille de Route.
Depuis le début des négociations, la mouvance
Ravalomanana a toujours fait des concessions au nom de l’intérêt supérieur de
la nation. Elle s’est pliée devant la désignation d’un premier ministre qui
n’est pas issu de l’opposition.
Si vraiment la HAT voulait montrer sa bonne foi pour la
suite des négociations, elle devrait :
-
Libérer tous les
prisonniers politiques ;
-
Respecter la liberté
d’expression en libérant les médias suspendus ;
-
Faire le nécessaire
pour le retour des exilés politiques, dont essentiellement Le Président élu Ravalomanana ;
Tout cela AVANT la mise en place de ce gouvernement de
transition, c’est-à dire AVANT le 17 Novembre 2011.
A défaut, il est inutile que
la mouvance Ravalomanana s’engage plus loin dans un marché de dupes.
Dans tous les cas, nous réclamons un président de
transition NEUTRE qui n’a pas été impliqué dans le putsch de 2009 car,
Rajoelina ne devrait pas prétendre mériter un
poste acquis par la force, si transitoire que soit le pouvoir. Il a
démontré qu’il a toujours été la pierre d’achoppement dans cette histoire qui dure presque trois
ans maintenant.

Pastors and staff of the Presbyterian Church (U.S.A.)’s four million-strong partner denomination, the Church of Jesus Christ in Madagascar (FJKM), have testified to the violence and intimidation that they have suffered over the past two years at the hands of Madagascar’s illegal regime. On Sunday, October 16, more than 30 FJKM personnel shared their stories with a visiting delegation from the PC(USA), led by the Rev. Dr. Clifton Kirkpatrick, Stated Clerk Emeritus of the PC(USA) and former President of the World Communion of Reformed Churches (WCRC). The PC(USA)’s Regional Liaison for Southern Africa, Dr. Douglas Tilton, was also a member of the delegation. The solidarity visit was part of the PC(USA)’s response to an overture on Madagascar adopted by the 219th General Assembly (2010).
Didier Ravohangiharison, the director of Radio Fahazavana, the FJKM’s radio station, recounted how security forces loyal to Madagascar’s de facto government closed the station, seized the radio’s transmission equipment and detained ten journalists and staff in May 2010. Most of the broadcaster’s 23 staff members have been unemployed since. While all of those arrested were subsequently released – most after spendingfour months in prison – their trials have been repeatedly postponed, preventing them from clearing their names and leaving them in perpetual fear of re-arrest. Indeed, most of the scores of people who have been detained by the state for political offenses now live in this type of legal “limbo.”
Other personnel had been victims of physical violence. Rev. Valisoa Rafanonerantsoa showed photos of the injuries he suffered when security personnel kicked him repeatedly in his head and all over his body,following his arrest at a prayer service for peace on May 20, 2010.“They said that they would make a sacrifice of me, and they shot next to my ears and my feet. They even stepped on my Bible, and I was not allowed to retrieve it,” he said. Initially, he was denied proper medical treatment. Eventually, he was moved to a medical unit, but he was held for more than three months before being given “temporary liberty”. Rev. Rinà Rasoanaivo told how soldiers shot her husband, Rev. Ranaivo Rivo Arson, as they walked on a public road to the same prayer service. “That night he was operated on, but the next morning at 4:45, he died,” she told the delegation. “Word went around that the pastors present, their wives and children would be arrested, so I sent my four children away to protect them.”
One of the pastors who was forced into hiding was Rev. Tiana Ranaivoniarivo. When the police attacked worshippers on May 20, he and about 60 others sought refuge in a nearby police camp where they knew that a number of officers were sympathetic to the church’s peace efforts. As several of the group tried to slip away from the camp in the early evening, they encountered three government soldiers. “They pulled out their guns as if they were going to shoot us,” Pastor Tiana recalled, “but when they saw me, they said, ‘Oh, Pastor! We will not kill pastors, even though we have been ordered to do so, because we are also FJKM [members].” The soldiers ultimately helped him to escape, but he spent the next several months on the run and did not dare contact his family.
The PC(USA) delegation gave thanks to God for the FJKM’s courageous witness and its commitment to restore democracy through peaceful means. They prayed for the church’s continuing ministry to poor and marginalized people in the midst of great social and political upheaval. Dr. Kirkpatrick told the FJKM personnel that the PC(USA) and the WCRC would join them in calling for the reopening of Radio Fahazavana, the revival of respect for human rights, and the restoration of democracy. The PC(USA) delegation raised many of these concerns in a meeting with U.S. Chargé d’Affaires Eric Wong and other members of the U.S. diplomatic corps in Antananarivo. Insights gleaned from their visit also helped to inform a letter from Stated Clerk Rev. Grayde Parsons to U.S. Secretary of State Hilary Clinton. The Stated Clerk’s letter commended the U.S. government for its support for democracy and human rights in Madagascar, but called on Washington to help “unpack” the roadmap’s stated commitment to free and fair elections by articulating detailed human rights benchmarks. Pastors and staff of the Presbyterian Church (U.S.A.)’s four million-strong partner denomination, the Church of Jesus Christ in Madagascar (FJKM), have testified to the violence and intimidation that they have suffered over the past two years at the hands of Madagascar’s illegal regime. On Sunday, October 16, more than 30 FJKM personnel shared their stories with a visiting delegation from the PC(USA), led by the Rev. Dr. Clifton Kirkpatrick, Stated Clerk Emeritus of the PC(USA) and former President of the World Communion of Reformed Churches (WCRC). The PC(USA)’s Regional Liaison for Southern Africa, Dr. Douglas Tilton, was also a member of the delegation. The solidarity visit was part of the PC(USA)’s response to an overture on Madagascar adopted by the 219th General Assembly (2010).
Didier Ravohangiharison, the director of Radio Fahazavana, the FJKM’s radio station, recounted how security forces loyal to Madagascar’s de facto government closed the station, seized the radio’s transmission equipment and detained ten journalists and staff in May 2010. Most of the broadcaster’s 23 staff members have been unemployed since. While all of those arrested were subsequently released – most after spendingfour months in prison – their trials have been repeatedly postponed, preventing them from clearing their names and leaving them in perpetual fear of re-arrest. Indeed, most of the scores of people who have been detained by the state for political offenses now live in this type of legal “limbo.”
Other personnel had been victims of physical violence. Rev. Valisoa Rafanonerantsoa showed photos of the injuries he suffered when security personnel kicked him repeatedly in his head and all over his body,following his arrest at a prayer service for peace on May 20, 2010.“They said that they would make a sacrifice of me, and they shot next to my ears and my feet. They even stepped on my Bible, and I was not allowed to retrieve it,” he said. Initially, he was denied proper medical treatment. Eventually, he was moved to a medical unit, but he was held for more than three months before being given “temporary liberty”. Rev. Rinà Rasoanaivo told how soldiers shot her husband, Rev. Ranaivo Rivo Arson, as they walked on a public road to the same prayer service. “That night he was operated on, but the next morning at 4:45, he died,” she told the delegation. “Word went around that the pastors present, their wives and children would be arrested, so I sent my four children away to protect them.”
One of the pastors who was forced into hiding was Rev. Tiana Ranaivoniarivo. When the police attacked worshippers on May 20, he and about 60 others sought refuge in a nearby police camp where they knew that a number of officers were sympathetic to the church’s peace efforts. As several of the group tried to slip away from the camp in the early evening, they encountered three government soldiers. “They pulled out their guns as if they were going to shoot us,” Pastor Tiana recalled, “but when they saw me, they said, ‘Oh, Pastor! We will not kill pastors, even though we have been ordered to do so, because we are also FJKM [members].” The soldiers ultimately helped him to escape, but he spent the next several months on the run and did not dare contact his family.
The PC(USA) delegation gave thanks to God for the FJKM’s courageous witness and its commitment to restore democracy through peaceful means. They prayed for the church’s continuing ministry to poor and marginalized people in the midst of great social and political upheaval. Dr. Kirkpatrick told the FJKM personnel that the PC(USA) and the WCRC would join them in calling for the reopening of Radio Fahazavana, the revival of respect for human rights, and the restoration of democracy. COMMUNIQUE Le GTT International Genève réagit et demande la mise à l’écart de M. Rakotoarivelo
Notre appartenance à la Mouvance
Ravalomanana nous oblige, GTT International-Genève, à réagir face aux derniers
développements de la situation nationale. Nous le faisons notamment en
conformité avec le principe d’indépendance qui nous a toujours animés dans
toutes nos actions. Actuellement, le pays se trouve à un tournant crucial de la
crise avec une Feuille de Route signée puis violée dès le lendemain, empêchant
le pays de sortir de façon définitive de la crise dans laquelle il se trouve.
Lors de son entretien avec la presse, le 04 novembre dernier, le Président Ravalomanana a désapprouvé la nomination de M. Beriziky pour non-conformité aux dispositions de la feuille de route. Il a ensuite clairement annoncé le retrait de la Mouvance du processus de sortie de crise qui implique évidemment la non participation des personnalités issues de la Mouvance Ravalomanana au Gouvernement de M. Beriziky.
Or, M. Rakotoarivelo, Chef de Mouvance, rappelons-le, a outrepassé cette décision en s’alliant avec la Mouvance Zafy pour proposer une liste commune de candidats aux postes ministériels dans le cabinet de M. Beriziky.
Nous dénonçons avec la plus grande fermeté cette initiative qui, pour nous, constitue une manoeuvre politicienne visant à affaiblir gravement la Mouvance Ravalomanana et donc son chef de file. Rappelons que M. Rakotoarivelo est un récidiviste en la matière. L’on se souvient de sa première “indiscipline” (avec d’autres leaders tels M. Rakoto-Andrianirina, Ravatomanga, Rakotoarison) lors de la signature de la Feuille de Route version Simao pour laquelle la consigne du Président Ravalomanana, qui était de la boycotter, n’était pas non plus respectée.
Nous ne pouvons cautionner cette démarche de ralliement qui ne peut être que néfaste pour le pays. A nos yeux, c’est d’abord du mépris voire de la trahison vis à vis du peuple qui lutte sans discontinuité et brave toutes les exactions et les conditions de vie quotidienne indicibles imposées par la HAT depuis près de trois ans pour le retour à l’ordre constitutionnel et à celui du Président élu Ravalomanana. C’est aussi de l’irresponsabilité politique car sous prétexte de vouloir résoudre la longue crise actuelle par la recherche d’un compromis, on verse dans la compromission.

Nous demandons au Président Ravalomanana de prendre clairement position en écartant M. Rakotoarivelo de la direction de la Mouvance afin de mettre fin à la confusion suscitée par cet événement, le peuple légaliste en a fortement besoin. Sa propension à privilégier la recherche de l’intérêt personnel nuit gravement au combat que mène la Mouvance contre les putschistes et pour le retour du Président élu Ravalomanana.
Nous appelons tous les partis et entités de la Mouvance Ravalomanana à prendre leur responsabilité et manifester contre une légitimation programmée du putsch.
Nous invitons enfin le peuple Malagasy à un sursaut politique citoyen et à faire preuve de :
· clairvoyance et de fidélité à sa conviction et aux principes qu’il s’est fixé,
· continuité dans le combat mené contre les putschistes et leurs alliés,
· lucidité et méfiance face aux agissements et manœuvres de certaines personnalités qui sont plus guidées par des considérations personnelles plutôt qu’autre chose,
· confiance au Président Ravalomanana qui, rappelons-le, reste le chef de file incontestable de la Mouvance.
· clairvoyance et de fidélité à sa conviction et aux principes qu’il s’est fixé,
· continuité dans le combat mené contre les putschistes et leurs alliés,

Nous dénonçons vigoureusement les violations multiples de la feuille de route.
Rajoelina refuse de se soumettre aux articles concernant les mesures d' apaisement dans la feuille de route signée et leur mise en oeuvre.
Rajoelina continue ainsi à défier la communauté internationale et ne tient aucun engagement sur tout accord signé. Dès le lendemain de la signature de la feuille de route, la HAT a brandi des NOTAMs(interdiction d’embarquer sur un vol) et mandats d’arrêt, c'est la manifestation de la mauvaise foi et de l'accaparement du pouvoir par Rajoelina.
Le choix de M. Beriziky comme Premier Ministre ne remplit point le critère consensuel prévu par la feuille de route dans son article 5 de par l'appartenance de M. Beriziky au parti Leader Fanilo de la mouvance Rajoelina. D'ailleurs, le putschiste Rajoelina a fait savoir non sans arrogance que c’est lui et lui tout seul qui a choisi M. Beriziky.
Par ailleurs, aucun détenu politique n’a été libéré. Au contraire, crimes, pillages de biens privés et publics, répressions, insécurité humaine sévissent dans le pays.
Aussi, nous soutenons la contestation des mouvances de l'opposition et plus particulièrement la décision plus tranchée du président Ravalomanana de suspendre la participation de sa mouvance au gouvernement tant que les accords signés ne sont pas respectés .
Ces éléments viennent renforcer la preuve que le putschiste en chef Rajoelina constitue la principale source de conflit.
.Au lieu de chercher l’apaisement nécessaire et le consensus, Rajoelina s’obstine à choisir le chemin inverse de l’unilatéralisme qui conduit incontestablement vers le blocage du processus, éloignant toute recherche de solution à la crise.
Aussi, le GTT International-Genève reste convaincu que les Accords de Cotonou, qui interdisent à un putschiste de diriger une transition menant vers des élections libres, doivent s’appliquer.
La Communauté Internationale, et plus particulièrement la SADC, en tant que garant de l'application des Accords de sortie de crise doit réagir contre cette voyoucratie en contraignant Rajoelina, par tous les moyens, à quitter carrément la transition. Cela ne peut être que bénéfique pour la très grande majorité des Malagasy lassée par une si longue crise qu’elle n’a pas choisie.
