Our position on the roadmap is comprehensivelv set out in a document dated 15u* March 2011 which was presented to the Mediator, President Chissano, at a meeting at O R Tambo Airport on the 15"' March, 2011.
For the sake of C0mpleteness we hereby present you with that document.
However, our position is now as reflected in our responses set out hereunder on the condition that our proposais are accepted.A comparison between the document dated the 15th March 2011, will illustrate the extent of the compromises which we are making.

(iv ) Amnesty laws should be made by the Transitional Authority and should be inclusive of ail without exceptions and without conditions. It is recorded that President Ravalomanana denies the spurieus criminal charges against him. He does not recognise the conviction or sentence imposed by a court without jurisdiction and without legality.This conviction and sentence should be declared nuit and void in the roadmap. President Ravalomanana has referred this malter to the International Criminal Court.
We disagree that Mr Andry Rajoelina should be the President of Transition. We want a neutral, inclusive and consensual government of transition.
In the event of the President of Transition being aligned to one sicle, then the Prime Minister should be appointed from the other mouvances in a way that ensures balance, as provided for in the roadmap.
We agree with the principle that the President of the Transition should stand
clown before the election. However, our view is that any President of Transition should stand clown six months alter the inauguration of the Transitional Government rather Chan six months before élections.
(v) Agree, but one cannot sacrifice inclusivity for haste.

(ii) Agree: but they are to return immediatel y and without Conditions in order to participate in the political process.
(iii) Agree: in an inclusive, but proportional manner. We should discuss net only the Implementation of the roadmap; but also the need to amend the roadmap @#$%& include the three major mouvances.

(i) (a) Noted.
(i) (b) Our understanding of the roadmap is that it is open for amendment. That is why wu are here and we agree wholeheartedly with what President Pohamba and President Banda said this moming; which is that parties are expected @#$%& compromise.
(ii) Agreed, but note that this can only happen if the roadmap is amended.
(iii) On the basis of the roadmap being inclusive, we agree.
(iv) Agree.
(v) Agree.
(vi). We do not agree that Mr Rajoelina should be the President of Transition as noted in point 2.2.3.2 (iv) above.However we agree that conducive conditions must be createci for the return of the Presidents. However, the conducive conditions must be defined, inter alla, to include the release of prisoners, the cessation of detention without trial, an end to torture, security issues including militiaand the de-politicisation of the military; and freedom of expression.
The implementation of these conditions must begin with immediate effect;i.e. from the date of signature by all parties of the amended roadmap.
