MINISTERE DE LA JUSTICE: Le SMM rappelle les regles de nommination
MINISTERE DE LA JUSTICE: le syndicat des magistrats de Madagascar et le Conseil Supérieur de la Magistrature rappellent que le nouveau ministre de la justice devra être nommé uniquement par le biais d’un décret présidentiel sur proposition du CSM et du SMM. Trois noms, votés par les magistrats sur une liste de 6 personnes, seront à cet effet soumis au président de la HAT.

Le GTT International met en garde la Communauté Internationale contre une pseudo-solution de résolution de crise
Le GTT International, dans sa recherche d'une solution durable à la crise à Madagascar, ne peut accepter la nouvelle mascarade d'une signature à la hâte d'un texte manipulé.
Ce texte vise en toute évidence à normaliser la prise de pouvoir du putschiste et à empêcher définitivement les parties adverses à se présenter à de futures élections. En particulier, le Président Marc Ravalomanana, en exil forcé depuis le putsch, fait l'objet d'une condamnation établie sur mesure par les putschistes eux-mêmes.
Ainsi, le GTT International Genève,
Exprime sa désapprobation quant à la solution de sortie de crise proposée ce vendredi 16/09/2011 à Ivato,
Dénonce le forcing d'une feuille de route unilatérale initiée par la FRANCE il y a plus d'un an et sans cesse imposée de diverses manières,
Dénonce l'aspect non consensuel et exclusif de la démarche;
Dénonce les machinations et l'absence d’éthique des membres du secrétariat exécutif de la SADC qui sèment délibérément le flou autour de la sortie de crise. D'ailleurs dans une lettre de regret, M Salamao, reconnaît avoir déjà manipulé le PV des décisions de la troïka en faveur de Rajoelina ;
Dénonce le contenu de cette feuille de route qui donne tous les pouvoirs à Rajoelina
Dénonce l'utilisation de nouveaux partis pro Rajoelina visant à laisser Rajoelina s'accaparer de tous les pouvoirs législatifs, exécutifs et judiciaires. (art. 1 à 7) Rajoelina, président de la transition, choisit et nomme, le premier ministre, tous les autres membres du gouvernement et du parlement de la transition (CT, CST). Il n'y a pas de séparation des pouvoirs, conditions de toute démocratie.
Au vu de ces éléments, nous demandons à la communauté internationale de maintenir les sanctions initiées par la SADC et l'Union Européeenne tant que les conditions permettant d'organiser une vraie transition capable de mener vers des élections libres et transparente ne sont pas réunies. En particulier :
la libération sans conditions et immédiate de tous les prisonniers politiques ;
l'arrêt immédiat de toutes les répressions et censures des libertés d'expression ;
le retour sans conditions des exilés politiques incluant la levée de toutes les charges qui pèsent contre eux et l'assurance qu'aucune action visant à les exclure du processus électoral ne seront entamées ;
la mise en œuvre d'une feuille de route réellement consensuelle et inclusive approuvée et signée par les chefs de files des 4 grandes mouvances politiques;
le désarmement effectif des milices illégalement constituées et qui terrorisent la population.

GTT International warns the International Community against a pseudo-solution to Madagascar's crisis
GTT International, in its search for a lasting solution to the crisis in Madagascar can not accept the signature in a hurry of a manipulated text.
Obviously, this text aims to standardize the illegal takeover of the coup and to permanently prevent the opposing parties to appear at future elections. In particular, President Marc Ravalomanana, in exile since the coup, is the subject of a conviction prepared by the coup leaders themselves.
Thus, GTT International Geneva :
Expresses its disapproval of the solution proposed to signature that Friday, 16/09/2011 at Ivato,
Denounces the forcing of a roadmap unilateraly initiated by the coup leader and backed up by over a year ago and reapeatedly imposed in various ways,
Denounces the non-consensual aspect of the approach,
Denounces the machinations and the lack of ethics of members of the Executive Secretary of SADC. In a letter of regret, M Salamao, acknowledges he defrauded the acts of the decisions of the Troika in favor of Rajoelina,
Denounces the content of the roadmap that gives all power to Rajoelina;
Denounces the use of new parties to allow pro Rajoelina to monopolize all legislative, executive and judicial powers. (Art. 1-7) Rajoelina, President of the transition, selects and appoints the prime minister, all other members of the government and parliament of the transition (CT, CST). There is no separation of powers, conditions of democracy.
In view of this, GTT International urges the international community to maintain sanctions initiated by the SADC and the European Union until the conditions to organize a real transition that can lead to free and transparent elections are met.
In particular:
the immediate and unconditional release of all political prisoners;
an immediate end to all censorship and repression of freedom of expression;
the unconditional return of political exiles, including the lifting of all charges against them and ensuring that no action to exclude them from the electoral process will be initiated;
implementation of a roadmap really consensual and inclusive approved and signed by the leaders in the four major political movements;
effective disarmament of militias illegally constituted and terrorizing the population.

After Ban Ki-moon Dined With Coup Leader Rajoeline in May, Now UN Won't Confirm Meeting Madagascar PM

UNITED NATIONS, September 2 -- Despite speeches about democracy, UN Secretary General Ban Ki-moon dined in May next to Madagascar coup leader Andry Rajoelina.
His then deputy spokesman Farhan Haq proceeded to deny to Inner City Press that Ban had "met with" Rajoelina, despite photos of the dinner.
Rajoelina recently sent his de facto prime minister Camille Vital to New York, and it was reported in the Malagasy press that Vital met with Ban Ki-moon "to ask for the taking of concrete measures given the inefficiency of SADC," the Southern African Development Community.
As SADC still views Rajoelina as a coup leader, the implication was that Vitale was asking the Ban administration to facilitate his appearance and legitimization at the upcoming UN General Debate this month.
On August 29, Inner City Press in writing asked Ban's lead and deputy spokesmen
"on Madascagar, has the Secretariat received any request to meet with de facto prime minister Camille Vital or foreign Minister Yvette Sylla or any other Malagasy officials in the run up to the General Debate?"
Neither lead spokesman Martin Nesirky -- away from the office since early August -- or Farhan Haq, who gave the UN's briefing the next day on August 30 at which he introduced his successor as deputy Eduardo del Buey, answered or even acknowledged the question.
And so on September 2, Inner City Press asked del Buey the question asked in writing at the beginning of the week, about any meeting with de facto prime minister Vital:
Deputy Spokesperson del Buey: I’ll have to check and get back to you on that.
It would be easy to confirm or deny this meeting, but six hours later, no answer was given.
Inner City Press' own reporting finds that Vitale has confirmed that he met with Ban's "Under Secretary General" -- presumably, UN Department of Political Affairs chief Lynn Pascoe -- about finding a way to appear at this month's General Assembly.
Earlier in the month onAugust 17, the UN refused to answer Inner City Press' question about DPA's involvement in Madagascar, including through Joaquim Chissano.
So Ban Ki-moon's UN, while speechifying about democracy, is meeting secretly with coup leaders and refusing to answer questions about it.
Footnote: a Wikileaked cable shows that at the time of the 2009 coup, only Ban's envoy Tiebile Drame "expressed a strong position in support of consequences, and accompanying statements and talking points, for the extra-constitutional solution now in progress." So Ban and his UN and "extra-constitutional solution[s]" -- while they purport to be the central adviser to Libya on democracy.
